Networks paid a fair interchange to drive widespread deployment of ATM’s.
The market responded and off premise ATM growth sky rocketed!
ISO’s, Vendors and Processors flourished!

Networks have cut the ISO’s interchange and raised fees substantially.
Growth has leveled off or declined. ISO’s are being squeezed out.
ISO’s, their Vendors and Merchants are threatened.

Consumers are harmed by having less access to cash and/or paying higher network fees. For this reason, NAAIO has the formed a legal and public policy of “high ground”. With sufficient resources and targeted efforts, NAAIO can make a difference.

NAAIO has established a legal fund to help ISO’s, Vendors and Processors to:

  • End anticompetitive pricing and rules by the networks.
  • Restrict or eliminate the networks efforts to get banks to issue “single bug” cards.
  • Make convenience fees and bank fees more competitive.

With your help NAAIO will work to maintain customer’s ability to access cash from hundreds of thousands of ATMs with reasonable fees. NAIO will help maintain the health of the ATM industry, and the vendors.

UPDATE: SA-3812 changed to SA-4085

SA-3812 - ATM Fees capped at $0.50 - has been changed to SA-4085 - ATM Fees capped at a fair and reasonable amount based on the withdraw amount, which will be determined by the FTC. CLICK HERE to read the full amendment.

What does this mean for us, the ISOs?
It means our work is not yet done!!!


“There should be NO NEGOTIATING!” says, Jim Cabe of Cabe and Cato, President of NAAIO. “Any ATM surcharge fee cap is a very bad thing for our industry and for American consumers. We must keep up the pressure on the Senators to VOTE NO on SA-4085. I’m asking all ISOs to spread the word. Write to your Senators, call your Senators, and ask everyone you know to do the same. We can’t just let this go, it will come back again in another form unless we make the point clear that an ATM surcharge fee cap or control in any form is bad for businesses, the American consumer, and the U.S. economy."

We need to contact Senator Tom Harkin's office with calls about this issue NOW!!! President Obama wants this bill signed before the end of the month so we must act before it is too late.

Oppose Amendment 3812 to Senate Bill 3217.
This Amendment - proposed by Iowa's Senator Tom Harkin - would reduce the surcharge or access fee assessed at an ATM terminal to $0.50 or less per transaction.

Jim Cabe, President of NAAIO, has spoken at length with Zach Schechter-Steinberg, Legislative Assistant to Senator Harkin and Jim urges YOU - as a member of NAAIO and a concerned ATM Owner, Operator, Vendor or Affiliate - to also make a call to Senator Harkin's office - as well as your own state senator - and impress upon them what this amendment will mean to the ATM industry.

We need to contact Senator Tom Harkin's office with calls about this issue NOW!!! President Obama wants this bill signed before the end of the month so we must act before it is too late.
