Meta Notification: State of Wisconsin Passes International
Surcharge Law - effective April 1, 2008

The State of Wisconsin passed legislation (Wisconsin AB239 – ATM Fees/Notifications/Disclosure) that allows imposition of an access fee or surcharge on non-U.S. cardholders. Both Visa and MasterCard have approved the statute as written. Wisconsin AB239 goes into effect April 1, 2008.

Visa Approval
· Wisconsin Joins the List of States Prohibiting ATM Access Fee Restrictions

Wisconsin approved an amendment that will now allow acquirers within the state to assess an ATM access fee to non-U.S. cardholders.

MasterCard Approval
· Wisconsin will be published as approved in March, 2008.

Wisconsin will be added to the list of states allowing surcharge of international transactions.

Visa and MasterCard are in process of reviewing the Florida statute. If approved by Visa and MasterCard, the Florida legislation will go into effect July 1, 2008.

Surcharging International Transactions
These states allow surcharging non-U.S. cardholders: Alabama, Arkansas, California, Colorado, Georgia, Idaho, Louisiana, Maine, Minnesota (limited applicability for Visa only), Mississippi, Montana, Nevada, New York, Tennessee, Texas, Utah, Washington state, Wisconsin (effective
April 1, 2008) and Wyoming.
